PUTIN, SPAIN AND THE PAWNS OF THE APOCALYPSE

Recently, the international consortium of independent journalists ICIJ published a report on the 500 Russian honorary consuls most active in the propaganda campaign against Ukraine and the West and in the pursuit and consolidation of business relations aimed at circumventing the economic sanctions decided against Moscow – if necessary, even carrying out criminal activities[1] . The bigger and more powerful a country is, the more impressive is Russia’s financial, political and diplomatic investment – especially in countries like Spain, with which a deep frost has reigned for almost a hundred years due to the Moscow Gold scandal: 510 tons of gold (almost three quarters of Spanish deposits), stolen from the Banco de España headquarters in Madrid’s calle de Alcalá, smuggled into Russia and never returned[2] .

Despite the fact that diplomatic relations between the two countries resumed in December 1991, after the dissolution of the Soviet Union[3] , in the days following the invasion of Ukraine Madrid was one of the capitals that applied sanctions against Moscow most severely, starting with the seizure of yachts and real estate belonging to Russian oligarchs[4] , and ending with the expulsion of 25 Russian diplomats from Spanish territory[5] . But Moscow did not accept this situation without reacting and, already during the invasion of Crimea, had invited Spanish ‘independent observers’ to witness the regularity of the referendum that handed Sevastopol to the Russian Federation[6] .

The defence of Russian diplomatic and economic interests in the Iberian Peninsula has become an absolute priority for the Kremlin, which has appointed six consuls in the country’s major cities[7] . Important personalities have been chosen, capable of withstanding the pressure they are under from an openly hostile press and parliament, to which honorary consuls have been added, who are the epicentre of Russian financial action in Spain (despite the sanctions): the best known is Pedro Mouriño Uzal, the businessman who tried to market and produce the Russian vaccine Sputnik V in Spain, and who opened a consulate in Vigo (Galicia) in June 2021[8] . The others are Gonzalo Parada Santana (in the Canary Islands), Maria Esther Morell García (in Andalusia), Pedro José Ballvé Lantero (in Castile and León), Ramón Congost Vallés (Valencian Community) Sebastià Roig i Montserrat (Balearic Islands)[9] . Moscow advised them not to make statements on the war and to limit their duties to the service of the Russians in Spain and to the economic and cultural promotion of the country. According to Moscow, these people are not paid and ‘are autonomous’ in political matters[10] .

He was appointed Russian honorary consul in the Autonomous Community of Galicia on 21 September 2020, an appointment personally signed by Sergey Lavrov, the Russian Foreign Minister[12] , but he has been preparing for over a decade for this position, chosen considering that hundreds of Russian citizens live in Galicia (Vigo and La Coruña), almost all of them wealthy. Even before his election, Mouriño visited Russia and made contacts to expand the circle of Russian capital attracted by the beauty of the coast and the favourable tax regime[13] .

Passionate about international affairs, until the channel was shut down due to its false and violent content, Mouriño was a much sought-after political commentator on the Russia Today TV channel[14] , the Kremlin’s most violent propaganda channel, which supports the theses of the American and European supremacist extreme right, as well as various conspiracy theories[15] , even the most extreme such as those of the QAnon sect[16] . Mouriño himself declares himself ‘Spanish by birth, but Russian at heart[17] .

In spite of this, Mouriño has very good relations with many state officials[18] and with prominent members of the Popular Party (such as the MP from Pontevedra, Diego Gago, or Pablo Casado, former president of the Spanish Popular Party[19] ), in which he served in his youth[20] . In January 2021, he was appointed president of the Circle of Entrepreneurs of Vigo (Círculo de Empresarios de Vigo, he was in office for about a year[21] ) and later president of the exclusive investment fund Club Financiero SA (January 2021-April 2022)[22] , time spent investing in the financial interchange between Russia and Galicia, built on his old party friendships[23] .

In 2008, Pedro helped organise a conference together with former Prime Minister José María Aznar. Under the nominal auspices of the ‘Hispano-Russian Forum’, that meeting was also attended by the Russian ambassador, a representative of the oil company Gazprom, and two Madrid politicians: David Erguido, then councillor of the Madrid City Council, and Percival Manglano, then Minister of Economy and Finance of the Community of Madrid. Ten years later, Mouriño was the sponsor of the election of the conservative, anti-abortion extremist Pablo Casado to the leadership of the Popular Party[24] . His contacts in Russia date back to the years when he was studying business management and foreign trade at the university[25] .

He is the founder and CEO of IberAtlantic Global Corporation SL[26] , a financial company and promoter of investment funds in Russia founded in 2014 in Vigo, and heads a law firm, a corporate communications consulting group and a company consulting in real estate projects[27] . In 2019, IberAtlantic had a turnover of approximately EUR 300,000[28] . Previously, Mouriño managed the real estate company Esppor Ogic SL, which in 2008 was the major sponsor of his candidature in the Popular Party primaries in Santiago de Compostela[29] .

Until 2006, he managed a small publishing house, TDM Premiere Editions[31] , and then remained in the world of information: he is the CEO of Mediasiete Corporation and PR Consulting SL, a communications consultancy, and is the media and institutional relations expert of Lupicinio International Law Firm[32] . Incorporated with a share capital of three thousand euros and with offices in Madrid, Valladolid, Bilbao, Vigo, Dubai and Havana, Lupicinio offers various legal services thanks to an important staff, such as the former high official of the Xunta de Galicia, Jose Norberto Uzal Tresandi[33] , implicated in an ‘alleged hydrocarbon fraud’ that is being investigated by the National Court[34] . Since October 2023, he has been responsible for Spain and Portugal in the International Alliance for Strategic Projects ‘BRICS Alliance’[35] .

Lupicinio International Law Firm is the intermediary of the former general manager of Equatorial Guinea’s state oil company (GEPetrol SA) Antonio Oburu Ondo, who in 2023 was appointed the Minister of Mines and Hydrocarbons[36] , and is the main financial advisor to dictator Teodoro Obiang Nguema Mbasogo[37] . According to the Pandora Papers, he runs an offshore financial system through his Rodexkia Investments Ltd. Tortola, incorporated in the Virgin Islands and run by his sister, Asunción. Oburu Ondo is considered to be one of the richest people in Equatorial Guinea; previous media investigations have linked him, through a sophisticated offshore financial network, to owning luxury properties in Equatorial Guinea, Spain, the United Kingdom, the United States and Cyprus[38] .

The ‘Pandora Papers’ documents identified Pedro Mouriño Uzal as a legal advisor, thanks to a trust agreement signed by Asunción Mba Fernández, who appointed him as fund manager of Rodexkia Investments Ltd and mediated the acquisition of a luxury villa (USD 600,000) in Belize[39] . Since 2016, Mouriño has participated in meetings between GEPetrol and the Portuguese company AQ Financial Sociedade de Consultoría para Investimento SA, led by João Pedro Fonseca (a Portuguese businessman involved in several financial scandals in the United States[40] ), which organised the meeting between GEPetrol and the controversial Russian investment bank, VTB Capital, in which Pedro Mouriño and his law firm also participated, with the aim of investing throughout the Iberian Peninsula[41] .

Together with the Russian bank, Mouriño achieved his greatest success: during the pandemic, after distancing himself from the vaccination policy of Pedro Sánchez’s government, he managed the negotiation of the Russian vaccine Sputnik V, which was accepted in Spain after a February 2021 meeting with Isabel Díaz Ayuso’s Health Minister and Madrid’s Health Councillor Enrique Ruiz Escudero[42] . Since then, his clients have grown in importance, and today he negotiates in Spain for the purchase of Russian gas and oil, despite sanctions[43] .

Business operations are brokered by Mouriño’s main company, IberAtlantic, which is associated with the Russian Direct Investment Fund (RDIF[44] ), created in 2011, which depends on Putin’s government and markets the Sputnik vaccine and catalyses direct investments in the Russian economy[45] . Since the Fund does not have an international presence, it has sought a number of local partners for operations in several countries[46] . In addition, IberAtlantic is a regional partner of the Roscongress Foundation[47] , a Russian government body dedicated to developing the country’s economic potential abroad and promoting investment opportunities in Russia[48] .

As far as Galicia is concerned, at the beginning of 2021 the authorities in Moscow were very interested in producing Sputnik in the laboratories that the biopharmaceutical group Zendal, the only company authorised to produce vaccines for human health in Spain, has in the city of Pontevedra[50] . Pedro Mouriño, with IberAtlantic, is also in charge of this negotiation. Mouriño offers the drug to dozens of potential buyers throughout Spain, circumventing European agreements to centralise purchasing, and defining the European vaccine procurement policy as an ‘oligopoly at the service of Pfizer and AstraZeneca[51] . The European Medicines Agency (EMA) does not approve the vaccine, and this project fails: the EMA restricts the approval of Sputnik due to the lack of clinical data[52] .

Nonetheless, for Mouriño the operation is a great success[53] : together with the Russian State he sets up the holding company IberoRussian Capital SL Pontevedra[54] , and in parallel registers several commercial companies, such as Gaberoun SL Vigo[55] , Mediasiete Publicaciones SA Coruña[56] , Esppor Ogic SL Pontevedra[57] , IberAtlantic Global Corporation SL Vigo[58] . IberAtlantic creates new trading companies worldwide, whose identity is kept secret in all communications with the public, while IberoRussian becomes the main investment vehicle of Russian businessmen in the Iberian Peninsula – without incurring any sanctions[59] .

The Canary Islands have always been important for Russia. The first joint venture created in Las Palmas was Sovisphan – set up to provide services to Soviet vessels fishing in the southern part of the Atlantic Ocean. Intramar and Sovryflot were also created later. ‘The USSR’s commercial strategy saw the Canary Islands as an ideal base for sailors and, above all, fishermen. After spending six months at sea, they used the ports of the Canary Islands to repair ships, rest and even change crews arriving in the islands by air on the Soviet-flagged company Aeroflot, which operated at the then Gando airport.”[61]

The local Consulate of the Russian Federation was opened in October 2010 and is located in Las Palmas de Gran Canarias[62] , despite some problems that have arisen in the past due to non-payment of several months’ rent[63] . The head of the Consulate, since its inauguration, is Gonzalo Parada Santana, who had already held the position of consular representative since 2007[64] . Thanks to his activism, as of 2012 the Russian fleet exceeded the figure of 80 stopovers and the payment of around five million euros in the island’s shipyards[65] . In January 2022, it was discovered that the Russian Embassy in Madrid paid the expenses of the consular office, which is against the law – but for Moscow, the Canaries are too important to pay attention to these details[66] .

The consul has a tumultuous family history: Gonzalo Parada was arrested in January 2018 after a complaint from his former Russian partner, with whom he had been with for 16 years and worked in the same consulate office: the woman accused him of violence and threats to deport or kidnap her son, taking advantage of his status as consul[67] . After years of investigation[68] , in October 2023 Parada was sentenced to six months in prison, 15 days of permanent solitary confinement and a €3,000 fine for humiliation, assault and threats to his former partner[69] . This sentence is in addition to the sentence he received in March 2021 for the crime of abandonment of the family and non-payment of alimony. He had to pay a fine of EUR 1260 and a further EUR 1730 in compensation for not paying the established maintenance for his son from September 2019 to June 2020[70] .

Since the beginning of the war in Ukraine, there have been several incidents of aggression against Russian exiles throughout Spain, where many of them live, and the consulates have been overloaded with requests for help: official figures speak of 4,000 Russian nationals, but it is thought to be more than double that number, scattered all over the islands. Parada Santana pointed out that ‘the consulate has nothing to do with the Russian government, and that the honorary consuls are almost like an NGO… solving some of the citizens’ paperwork, but little else’[71] . In practice: no help in the case of harassment, but only in the case of real estate investment, since he controls two real estate companies, Gopasa United Manager Group SL[72] and Gopasa SL[73] , which were liquidated due to lack of earnings.

Her father, Héctor Louis Morell Villette, President of the Seville Chamber of Commerce, was the first Honorary Consul of Russia in Spain (since 2001) and passed on his love for Russia to his daughter Esther, who is an established Andalusian cork[75] and agribusiness entrepreneur, whose place she took when he died suddenly in 2008[76] . She has often visited Russia since she was very young and accompanies delegations of Andalusian companies and institutions on official visits to that country[77] . He believes that Spain and Russia are closely related[78] , although the war in Ukraine has greatly limited his activities .[79]

According to her LinkedIn profile[80] since 2019 she has been Sole Director of Proyectos Globales Eterior SL Seville, a business services and consulting company, which deals with the promotion, design and development of various conferences and seminars. The company was dissolved in June 2023, as there will be no Russian events on Spanish soil as long as the war lasts[81] . Inversiones El Taco SL Huelva (market research and opinion polls[82] ), Natucork SL Seviglia (the family cork company, which announced its liquidation at the end of 2023[83] ) and Aglomerados Morell SA Seville (another company dealing with cork[84] , from whose board Esther left when she became honorary consul[85] .

Pedro José Ballvé Lantero

The Honorary Consul of Russia in Castile-León is almost 70 years old and has a wealth of entrepreneurial experience in the food business – although he has since resigned from all his posts due to age)[87] . At the basis of the Ballvé family’s business empire is the Campofrío Food Group SA, founded by his father José Luis Ballvé in 1952, which was then Spain’s leading producer of dog food, and for which Pedro started working as an errand boy, with his Seat 600, until his father sold 50% to the Americans of Beatrice Food[88] .

Thanks to this alliance, Pedro was able to study in the United States, and on his return he engaged in the expansion and diversification of the family business (production of processed meats, dairy products and other refrigerated and frozen products[89] ) until, in 1987, thanks to a loan from Banco Central, he bought back the shares of the Americans[90] . It launched itself on the international frozen pizza market[91] , and acquired a number of competitors: Navidul, Oscar Meyer, Telepizza SA and half of the US group Smithfield[92] . Spanish pizza is sold everywhere: France, the Dominican Republic, Russia, Portugal, the Philippines, Mexico, Argentina and the United States, and then concentrated on the Mediterranean area[93] . Pedro Ballvé remained at the helm of the multinational until 2017, when he was replaced by Mario Páez, an executive of Sigma Alimentos[94] . Despite covid and international trade restrictions, the group has survived the last decade almost unscathed[95] .

Pedro Ballvé has been invited to sit on many boards of Sevillian excellence[96] : among them Banco Santander Central Hispano SL, the Spanish subsidiary of the Dutch bank ING, Carbal SL and Betonica SL[97] . In October 2018, his reputation is tarnished by a €60,000 fine imposed by the National Securities Market Commission for ‘improper disclosure to third parties of inside information’ about a company of which he is an independent director, plus €166,000 for certain accounting irregularities in the family foundation that controls the Campofrío Group[98] .

In February 2014, shortly before retiring, Ramón Congost (born in 1950 in Ribesalbes, Castellón[100] ) was appointed Honorary Consul by Ambassador Yuriy Korchagin – the reward for a professional life of excellent personal relations with Russian diplomats and businessmen[101] , sealed by a party attended by Valencia’s most important Russian diplomats and businessmen[102] . The appointment follows a few weeks of protests by the workers of the Institute of Construction Technology, of which Congost is CEO, who have not paid salaries for months and whose management is under suspicion of embezzlement[103] . The criminal investigation shows a shortfall of 7 million euro of an EU subsidy[104] . The judge asked the defendants for EUR 9 million in bail. The amount serves to guarantee the payment of civil liabilities – but despite the fact that the prosecution is asking for a 4-year prison sentence for Congost and a fine of EUR 10 million[105] , the Court of Valencia acquits all four defendants[106] .

After the invasion of Ukraine, the Ukrainian honorary consul in Valencia, Pablo Gil, condemned the aggression and called on all Valencian institutions to break off relations with Russia – and demanded the resignation of Ramón Congost, who remains in his post[107] . Nor does he give up his posts in some mixed Hispanic-Russian companies, such as Tenimoli SL (import/export[108] ), Cofu 95 SL (real estate[109] ), Maracu Sl (in liquidation), and Montaje de Estructuras y Construcciones Industriales SL[110] .

Heading the Russian Consulate in the Balearic Islands, since its opening in 2017[112] , is Sebastià Roig i Montserrat, who tends to point out that he does not receive aid from Russia, but pays everything out of his own pocket, out of passion[113] . Roig was the mayor of the city of Campos, and the Director General of the Ministry of the Interior in the government of Gabriel Cañellas i Fons[114] . Roig also founded and promoted an NGO called Infants del Món, which has been taking children from Russian orphanages on holiday to Mallorca since 1985; one of them was adopted by Roig[115] .

Many children come from the Urals and Siberia[116] ; many of these children were victims of the Chernobyl disaster. That is why in November 2018 Sebastià Roig was awarded a Medal of the Order of Friendship by Vladimir Putin himself – one of the highest honours in Russia to foreigners[117] . Since May 2015, Sebastià Roig has been the procurator of two companies: Caprichos 2014 SL (tourist accommodation business) and Peix de sa Rapita SL (restaurant business)[118] . In April 2022, he announced that he will remain in office at least as long as the war in Ukraine lasts so as not to leave the almost 4,000 Russians registered in the archipelago unattended[119] , but also that he is disappointed with Putin[120] . He is also the only one who has no business relations with Russian companies, which makes him a stranger to sanctions circumvention operations that can be blamed on his colleagues.
